It is 190 square metres in size, on 835 square metres of land.
Features include a main courtroom, office area, a kitchen with commercial potential, storerooms, bathrooms and disabled restrooms.
There is also a reception area that leads to a rear space that could be converted to a cellar or storage, leafy garden area and a corner location for onsite parking.
Mr Buium said if approvals were successful, it had the potential to be converted into a "fantastic" wedding or hospitality venue.
The expression of interest period closes on November 22.
