A total of 9.3 kilometres of the road between Merrigang Street in Bowral and Aylmerton Road in Mittagong is slated for improvement.
Council's Director of Service and Project Delivery, Karin Targa said they were fine tuning final design details for "a very complex project."
"This is a large-scale undertaking designed to improve safety on one of our Shire's most important roads," she said.
Ms Targa said given the size of the project the improvement works would likely be undertaken in a staged approach.
"The sheer length of the project necessitates consultation with numerous stakeholders," she said.
"We are finalising details with utility providers, landowners, environmental authorities, transport providers and government departments to ensure that construction proceeds as smoothly as possible."
As part of the improvement works the council will reconstruct and widen the road where possible and install safety improvement measures including crash barriers, audio tactile makers and warning signs.
Tender for construction is expected to be released within months with construction anticipated to start soon after.
Geotechnical surveys and preliminary works have already begun onsite.
The project, which will be undertaken in stages, is expected to be completed in 2024.
The Old South Road improvement project is being jointly funded by Wingecarribee Shire Council and the NSW Government's Safer Roads Program and Fixing Local Roads Program.
Ms Targa said more information would be provided closer to the start of construction.

"We thank motorists in advance for their understanding and patience once works commence," she said.
"All efforts will be made to minimise traffic disruption."
