After 18 years of applying for state and federal grants, the club was granted $991,330 from the state government.
The new facility which features an upstairs recreational area was officially opened by NSW Premier Gladys Berejiklian.
Ms Berejiklian said she was happy to be in the Southern Highlands, which she called a wonderful part of the state.
She also congratulated The Bowral Blacks on its brand new facility.
"It's a real credit to the community that this local sporting community has finished this stage of its development," she said.
"I want to really acknowledge the hard work of the local community.
"What pleased me also was to learn that most of the building supplies were acquired locally in the Southern Highlands, which is exactly what you want to see.
"A local facility upgraded like this one by local labour, local supplies and a fantastic outcome.
"I couldn't be happier."
Bowral Blacks president, Mark Freund hopes things will start to look better with the unveiling of the club's updated house.
It's been a definite struggle through the COVID crisis," Freund said.
Mr Freund also thanked Ms Berejiklian for her attendance and presented her with flowers.
Wollondilly MP Nathaniel Smith thanked the Premier for her visit to the Southern Highlands.
"This is a great day for Bowral Rugby Club and other sporting clubs that use this facility," he said.
"This is a community hub of sports in the Southern Highlands and a fantastic project.
"I'd like to thank Bowral Rugby Club for everything they have done."
