A WinZero Inc spokesperson said the group had been working with Wingecarribee Shire Council for a few years and praised council's efforts in the community after the administration.
The not-for-profit group was one of several that attended a community roundtable with Shadow Minister for Local Governments Greg Warren and Labor candidate for Goulburn Michael Pilbrow, on February 15.
WinZero secretary Derek White said after the roundtable that while more work had to be done, more time was needed for council to progress after the 2021 administration.
He said factors such as the rising living costs that might deter people from moving to the region to work, and the floods and fires shifting the focus of long-term goals, have impacted council.

"The other compounding factor is they've lost staff and that's making it more difficult to transition to council's structure and management system," he said.
The secretary praised administrator Viv May PSM and other staff members' efforts for "walking the talk" by visiting towns and villages to seek feedback at a local level.
He said the group was "pleased" with Executive Manager Strategic Outcomes Michael Park's efforts and policies, and the group planned to help council implement them in the future.
"We are satisfied with the way council is going," he said.
The charity aims to work with council, businesses, individuals and community groups to create a thriving environment and address the climate emergency in the Highlands.
