The illegal dumping occured at the intersection at Kirkham Road and Mittagong Road.
A total of three tonnes of waste was dumped sometime during the afternoon of December 10.
Council's Regional Illegal Dumping Project Officer Sara Rich believes the waste may have originated from a recent demolition site.
"It's simply unacceptable to put the community and the environment at risk with such a wanton act of dumping," she said.
"The fact that this dumping occurred so close to the town centre makes this incident all the more appalling.
"To make matters worse we suspect that some of the material may contain asbestos."
Under the Protection of the Environment Operations Act 1997, penalties include on-the-spot fines of up to $4,000 for individuals and $8,000 for corporations.
Prosecuted offenders can also face severe clean-up and legal costs.
Residents or motorists who may have witnessed the illegal dumping are urged to contact Council.
"The more information that is supplied the better," Ms Rich said. "Details such as the time of the incident and make, model and possible registration of the vehicle will all assist in helping us obtain a prosecution."
