The motion to update councillors on the sale through a report in closed committee divided members.
Cr Turland said in open council the block of land could be kept in possession by the council to be used for non-for-profit aged care housing.
"We have an opportunity to provide low-cost affordable housing to the people of our shire," Cr Turland said in the meeting.
This divided members of council as debate ensued on the future of the 37,000 square metre block.
"[It] is absolutely outrageous for Cr Turland to bring this forward in this manner," Cr Nelson said.
"I would like to have some frank and open discussion on this matter [and] that's why we are going to move this to closed committee."
"We have no provision for this in any of our budgets," said Cr Scandrett.
"This money [from the proposed sale] could've helped with Station Street."
The majority of councilors supported the motion and voted to move into closed committee to receive advice from council staff.
Mayor Duncan Gair said there were three other offers on the table for the sale of the land on Frankland Street.
In accordance with the Local Government Act the report is confidential as it contains information that would, if disclosed, confer a commercial advantage on a person with who the council proposes to conduct business.
As a result it is common practice to discuss such matters out of public meetings.
