Paul Curley finished two shots back to secure second.
The same round was enough to secure the Monthly Medal B Grade honours for Baxter and having won three monthly medals within a year made him the winner of the Gold Medal.
His effort also gave him the top B Grade qualifying spot in the upcoming club Matchplay Championships.
Neal Cameron was the A Grade winner with a nett 68 from Warren Hayes and Jason Ashcroft.
Second to Baxter in B Grade was the ever present Matt Heyhorn with the consistent Christian Rasmussen finishing third.
The C Grade winner was Doug Smith by a stroke from Peter Rumble with Peter Upton finishing third.
Best gross score of the Medal round was an even par 71 by Jason Ashcroft with the hard-working Iain Battersby carding 75.
The Women's stroke event saw Yangeun Skerman show her pedigree with a six stroke win for nett 68.
Kirrilly Rumble, who had secured the Dormie House breakfast with her effort on the sixth hole, ran second.
Wednesday's mens Stableford was a closely contested event with Doug Smith winning on a countback from Owen Saunders and Charles Davies-Scourfield.
The Associates Pro-Am played the previous Monday was a huge success with 64 trainee professionals playing with amatuer pairings in groups of four.
With the course set up to its fullest length and with difficult pin placements on every green low scores were the exception.
Dean Forrest from the Muirfield club in Sydney managed an impressive three under 68 to be outright winner with William Meredith and Lachlan Chamberlain one shot back on 69.
Ethan Chambers and William Bayliss were the only others to break par for the course with one under 70.
