The previous store was run by Resource Recovery Australia for 11 years, and finished operating in March.
"We are grateful for the wonderful work Reviva has done to cultivate community members' enthusiasm for recycling," the manager of waste and resource management Clinton McAlister said.
"We look forward to continuing their successful efforts as we move forward with enhancing our recycling initiatives for the benefit of our growing community."
The UC will include a variety of features in the coming months.
It will feature a book nook, spaces to buy homewares, kitchenware, entertainment, sporting goods, hardware, gardening, collectables, clothing and manchester, and a test and tag service.
With the new service, an accredited technician will test electronic appliances for safety and working conditions.
"We hope to soon add an on-site Repair Café to build community and bring new life to items that might otherwise end up in landfill," Mr McAlister said.
Another feature will be the education centre, where workshops will be held.
Some of the workshops include creating bees wax wraps, quilting, worm farming, repurposing waste materials and fashion upcycling.
At the centre, people can also drop off items to be recycled.
Money made at the UC will be reinvested into local sustainability initiatives, and partnerships with local charities will continue.
UC will continue to divert about 350 tonnes of waste each year from landfill.
