Tens of thousands of bulbs will be removed from the Corbett Gardens once the floral festival finishes, and will be handed out to residents.
Community associations were in favour of giving them a new lease of life in gardens across the region.
"We know people will appreciate having a keepsake from the festival spectacle to colour their own garden for years to come," said council Administrator Viv May.
Council volunteers will hand out free bags that contain 10 tulip bulbs each at the gardens on October 11, from 8.30am to 3pm.
Each bag will contain a sheet on how to maintain the bulbs, and people picking them up can chat to the open space team, who will share different tips.
It follows towns and villages being given tulip planter boxes to embrace the occasion.

"Expanding the festival footprint by providing planter boxes to the villages has connected our whole community to this year's Tulip Time festivities and by sharing more of the bulbs around to the wider community, our hope is to continue to grow this into a shire-wide activation for years to come," Mr May said.
Bulbs that are not taken will be donated to the Welby Garden Centre, which will be treated and be sold.
Proceeds from the tulips will be dedicated to Challenge Southern Highlands' disability services.
