The proposed site for the neighbourhood shopping centre with a supermarket, a BWS, specialty shops, commercial tenancies and 300 spot car park at 233 Argyle Street, is owned by Fabcot.
Fabcot has expressed interest to enter into a voluntary planning agreement (VPA) with council to establish a road, driveway and pylon sign over the land at 231 Argyle Street.
This proposal was addressed at the June 28 meeting, and was put on pause by administrator Viv May PSM, because he wanted more information.

The July 19 ordinary meeting agenda said that the land for the new neighbourhood centre had no access to Argyle Street or Dalys Way, where the only legal access was through a low-residential area from Hoskins Street.
An intersection at Argyle and Valetta Streets was also proposed.
The recommendation for consent to be provided by council general manager Lisa Miscamble to enter negotiations with Fabcot was passed, but only to lodge the development application.
Executive manager of strategic outcomes Michael Park said Fabcot also proposed if a VPA is established, to "pay monetary contributions to provide permanent access to the site".
He said the consent does not impact council's decision-making on the development application process or any other applications, which is entirely separate.
It also means that the potential to enter a VPA does not guarantee council's support for the proposed development.
The matter will be reported back following negotiations, which will be either endorsed or rejected.
Mr May PSM said a potential VPA should be brought to a local planning panel, like the development application, prior to being brought before council.
"I think it would be a good precedent to put it through the panel for the future, if there is going to be a planning agreement," he said.
Ms Miscamble said a revised VPA policy would be brought forward in the next two to three months.
Approval will not be provided to conduct work unless, or until a VPA has been finalised and registered on the title of 233 Argyle Street.
