Unprofessional attitudes and allegations of bullying were two of the themes on day five of the public inquiry into Wingecarribee Shire Council.

A longtime volunteer at Wingecarribee Animal Shelter, Sandra Jones said she had witnessed bullying between councillors at council meetings.
"I recall one councillor threatened to sue a councillor," she said.
"And I recall some councillors made personal slurs against others.

"Some of the councillors were uninformed of their obligations as a councillor and their responsibilities to the public."
Ms Jones said she felt the attitude towards the community by some councillors to be "unprofessional".
"There was certainly an adversarial feeling between some of the councillors and between councillors and members of the public," she said.
"There were instances of bullying amongst the councillors themselves and the behaviour I saw was never pulled up by the chair."
Former group manager of organisation development for Wingecarribee Shire Council John Burgess also reiterated allegations of bullying between councillors and council executive staff members.
Mr Burgess revealed that the general manager at the time, Ms Ann Prendergast and other council staff members would approach him over issues such as bullying in meetings after the bushfires in 2020.
"I spent considerable time watching council meetings and [watched] the behaviour and the treatment of Ms Prendergast and other staff in the room," he said.
"I then spoke to our lawyers for some advice from them.
"There were certainly councillors that did not participate directly or indirectly, in some of the comments made across the chamber.
"The mayor was being taken to task on every part of the Code of Meeting practice in his chairing of the meeting by potentially three councillors."
Mr Burgess named suspended councillors Graham Andrews, Grahame McLaughlin, Peter Nelson, Larry Whipper and former councillor Gordon Markwart, as the councillors who did not participate in comments made.
He named suspended councillor Ian Scandrett and former councillors Ken Halstead and Garry Turland as the three that were involved.
The commissioner also heard evidence from former WinZero chair Derek White, Bundanoon Community Association member Christine Rowell Miller and WinZero Co-Chair Clive West.
