Subdivision of 77 Bowral Street, Bowral
A development application (DA 21/1641) will be heard in relation to 77 Bowral Street, Bowral. The applications seeks to subdivide the property into two lots; Lot 31 and Lot 32.
Lot 31 is proposed to be 2000m2 however Lot 32 is proposed to be 1363m2, where a 31.85 per cent variation is proposed.
The proposed subdivision is considered to be acceptable and is recommended for approval.
Although one of the lots (Lot 32) does not comply with the minimum lot size, it will still exceed the size of most of the lots in the immediate vicinity of the site.
Dwelling alterations and additions to 144 Mt Broughton Road, Werai
A report will be put before the local planning panel in regards to a modified application for 144 Mt Broughton Road, Werai.
The modified application seeks to consent to carry out alterations and additions to an existing dwelling.
They include:
- Internal alterations to the family / billiards room
- West deck to extend around the south side of the family room and future lookout deck extension
- Deck off ensuite
- Porch outside of the study
- Larger port cochere
- North deck shifted to be in front of existing bedroom three and four and new hipped roof over deck
The property ownerr is a suspended councillor of Wingecarribee Shire Council.
The original DA for alternations and additions to the original dwelling was approved on March 4, 2010.
The consent was subsequently modified via Section 96 consent 09/1157.02 approved February 8, 2017.
A further modification was subsequently approved via Section 4.55 consent 09/1157.05, 15 November 2018.
The subject application was not required to be neighbour notified based on the site assessment, as the impacts of the modification on adjoining owners were considered to be negligible.
The report recommends approval.
Dwelling house and secondary dwelling, Pearce Street, Hill Top
A development application to seek consent for a dwelling and secondary dwelling at 9 Pearce Street, Hill Top will be heard.
The applicants written request identifies that the application respects the low-density residential setting being single storey in nature and complies with the development control plans in terms of its setbacks and overall site coverage.
The proposal will be assessed in detail through the body of this report. However, it is considered that the proposal respects the low-density nature of the surrounding area and is generally compliant and is recommended for approval.
Planning proposal for Sutherland Park Drive, Burradoo
A planning proposal to rezone land at Sutherland Park Drive, Burradoo from E3 Environmental Management to a mix of residential, commercial and environmental protection zones to facilitate a planned urban release area will be heard.
On August 21, 2020, a Planning Proposal was received by the council to rezone land at Sutherland Park Drive, Burradoo from E3 Environmental Management to a mix of residential, commercial and environmental protection zones.
The Planning Proposal was supported by a number of technical studies and reports including:
- Concept Master Plan
- Aboriginal Cultural Heritage Assessment
- Heritage Assessment
- Water Cycle Assessment
- Servicing / Infrastructure Report
- Groundwater Assessment
- Preliminary Geotechnical and Contamination Assessment
- Ecological Assessment
- Traffic Assessment
- Bushfire Assessment
The Planning Proposal was lodged on August 21, 2020, and it was agreed with the proponent that the Planning Proposal would be deferred pending the outcomes of the review of the Local Housing Strategy.
The Housing Strategy was ultimately adopted at the Ordinary Council Meeting of July 24, 2021, allowing the Planning Proposal to progress.
Several recommendations have been made, including in-principle support for the planning proposal, that it be referred to Heritage NSW prior to gateway determination and that the proposed Local Environmental Plan provisions, including land use zones, minimum lot sizes and zone boundaries be determined following the completion of the Wingecarribee River Flood Study, the Master Plan and Infrastructure Servicing Strategy for the Bowral South New Living Area.
