The year 12 student at Chevalier College has spent more than 10 years volunteering at Harbison Care and Abbey House with her grandfather where she assists with prayer and communion.
Charlotte said she was a bit shocked to receive the award.
"There's a lot of other people who deserve it," she said.
"It's an honour to be named Young Citizen of the year.
"I help with prayer and communion at Harbison and Abbey House and visit people in their rooms. Sometimes I sing songs to cheer them up.
"I'd like to thank my mum, dad, grandparents and older siblings for always driving me around to all my commitments."
Charlotte's mum Michelle Gillespie said she was proud of her daughter.
"She's a quiet achiever," she said of her daughter Charlotte.
"She gives a lot of her time, that's the kind of person that she is."
