A development application for a KFC in Moss Vale was approved by Wingecarribee Shire Council in March 2020.
However council requested additional documents from the applicant in April 2020.
A council document indicated these were not received by the deadline of May 7.
Council asked for sewer extension engineering plans, storm water plans and council's design engineering checklist signed off by a suitably qualified engineer.
A council spokesman said the construction company can't act on the DA until they provide these documents and they receive a construction certificate.
The development application proposed a KFC restaurant on lot two of 229 Argyle Street.
The plan includes a drive through and takeaway food service along the southern and western sides of the building as well as parking for 16 cars.
A traffic and parking assessment was also prepared as a part of the DA process to help assess the impact on congestion.
The construction company has been contacted for comments.
