But the lengthy process was worth it for the Buxton Rural Fire Brigade member, who has succeeded in her mission to secure a memorial for two firefighters.
Andrew O'Dwyer and Geoffrey Keaton were killed while on duty at the Green Wattle Creek fireground near Buxton on Thursday, December 19.
Both Mr Keaton and Mr O'Dwyer left behind loving partners and young children.
A fire truck memorial playground has been made possible through the decisions of Wollondilly Shire Council and $250,000 in funding from grants and corporate sponsors.
At Tuesday night's Wollondilly Shire Council meeting, councillors approved the amendment of the Telopea Park master plan.
Ms Hill said the playground would provide Mr O'Dwyer and Mr Keaton's children with a "happy place" to remember their fathers.
"The whole point is for the children to have a place to remember their dads," she said.
"It's something that's going to last in the area. It's so people won't forget what's happened and they'll realise these gentleman came to protect our community."
The park will include slides, monkey bars and a firefighter's pole.
There will also be a replica of a Rural Fire Service truck, complete with the RFS logos on the doors and yellow taping around the sides.
The names of Mr Keaton and Mr O'Dwyer will be engraved on the doors as a permanent reminder of their heroic service.
Ms Hill thanked supporters for their contributions to the project.
She gave special mention to Warwick Smith of Australian Capital Equity.
"He's provided us with the majority of funding for his park," she said.
An official opening will be held in the coming months, subject to COVID-19 conditions.
A variety of firefighters and dignitaries will be invited to attend.
Other valued supporters include Wollondilly Shire Council, Wingecarribee Shire Council, AGL Energy, Auto and General Holdings Pty Ltd, Bendigo Bank, Boral Land and Property Group, Buxton Rural Fire Brigade, CommBank, Keeley and Sons Stonemasons, Rural Fire Service Association Incorporated and SIMEC Mining - Tahmoor Coking Coal Operations,
Financial backing has also come from Tahmoor Garden Centre, the Tahmoor Lions, The Mac - Macarthur Credit Union, Ulladulla Lions and Ulysses Branch - Macarthur and Wollondilly Wanderers.
There is still an opportunity to contribute financially to the project.
