Officers from The Hume Police District attended and spoke to the man, before he was subjected to a breath test.
The man allegedly recorded a reading of 0.210; a learner-driver must have a zero-blood alcohol level.
The 46-year-old Wollongong man was arrested and taken to Southern Highlands Police Station, where he was charged with high-range PCA.
His learner's licence was suspended on the spot.
The man was given bail and is due to face Moss Vale Local Court on July 21.
