This year's celebrations will include an inaugural Sculpture in the Gardens exhibition.
Wingecarribee Shire Council's environment and health systems coordinator Cecilia Kemp said the competition was designed to change the way people see and talk about waste and recycling.
"Artists have long been using recycled objects to turn everyday trash into creative treasures," she said.
"We're looking for sculptures made from at least 80 per cent recycled material to promote just how beautiful recycling can be."
Prizes will be awarded for both 'open' and 'school' categories.
First prize for established, emerging or new artists is $2500 with a highly commended and people's choice award also on offer.
In the School category, first prize comprises of a sustainability assessment and workshop plus selected plants to the value of $300.
Highly commended and people's choice nominations will also be awarded.
Artists in the Wingecarribee, Wollondilly and Goulburn Mulwaree Local Government Areas are encouraged to apply.
"We're also looking for performers or educational stallholders to join in the celebrations," Ms Kemp added.
"Anybody interested should visit Council's website for more information."
