Southern Traffic Group officers stopped a 16-tonne rigid heavy vehicle in Moss Vale on Wednesday morning.
The truck was carrying a skid steer loader and four pallets of bricks.
Police said the pallets were wrapped in a thin layer of plastic film and were not secured to the vehicle.
The loading did not comply with the requirements and presented a risk to the safety of other road users.
Checks also revealed the vehicle's registration had expired last Friday.
The 65-year-old male driver was issued penalty notice for using an unregistered heavy vehicle, which attracted a $1449 fine and demerit points.
He also received a $562 fine for not complying with loading requirements - substantial risk.
The driver was directed to rectify the load and register the vehicle prior to driving.
