However, a council spokesperson said the entire road from the Bullio Tunnel to the caves had recently been graded as part of its annual maintenance schedule.
Geoff Holt raised his concerns about the state of the road with council staff the recent council kiosk.
He said he was encouraged by the response from staff at the meeting and was told he would be able to show staff first-hand the areas of most concern.
"There are some people inside the council who are prepared to listen," he said.
"There was a fabulous roll-up of people at the meeting from the Wombeyan Caves area, so the council certainly got the message.
"The hope is there are some people in there who are prepared to take a longer term strategic look at this and help us get a better road."
Mr Holt said it was a tourist road and the only arterial road between Goulburn and Sydney if the Hume Highway between Marulan and Goulburn was ever blocked.
"Holiday traffic is in excess of 1000 persons to River Island and Goodmans Ford Campsite," he said.
"There has been an increase in residents and daily commuters, it experiences high weekend traffic and schoolchildren use it every day from Bullio Hill to Mittagong-Bowral.
"NRMA will not come out on unsealed sections of road after dark due to Workplace Health and Safety concerns."
He said attempts in the past by residents to alert the council to the state of the road were "often ignored" or took two or three months to get a response.
Cr Ian Scandrett said the state government should be funding its maintenance because of its status as a tourist and arterial road.
"There are safety issues here and it is just one example of many perimeter roads in the shire that are seemingly forgotten," Cr Scandrett said.
