Cr Gair said his team, which he intends to expand on, comprised well-known local individuals "the community could have confidence in".
"A confidence in honesty, commitment and fair-mindedness is what this team is promoting," he said.
"We have a real focus on doing what is best for the community."
Cr Gair's ticket, in order of listing, includes Peter Nelson of Moss Vale, David Reid of Moss Vale, Gordon Lewis of Bowral and Ralph Clarke of Bundanoon.
Former mayor David Wood, who served 15 terms as mayor in his 38 years in council, gave his personal endorsement to the team.
"Things need to change and this team is here because they all want to see that happen," he said.
Cr Gair said he had approached other men and women from the community who may yet join his ticket.
"There has been concern from some of the ladies I approached about the in-fighting between councilors and they didn't want to be associated with it," he said.
"That is of concern because it doesn't give good community representation, but I will definitely be looking to have a lady on the team to run in the northern villages and Mittagong."Cr Gair said he would welcome anyone to his team, "as long as the people who are going to run are there for the right reason - the community - and not self promotion, and have no conflicts of interest with council."
"There's nobody here who needs to promote or prove themselves, nobody is a developer, in real estate, or has any vested interests," Cr Gair said.
"We want to give the community faith back in its council, which I think it's lacking."
Peter Nelson, second on Cr Gair's ticket, has worked in local government for 34 years, including 15 years at Wingecarribee Shire Council as manager governance and administration.
"In addition to instilling confidence in council, there are also other things I personally feel need looking at," Mr Nelson said.
"Car parking issues in Moss Vale, extending the library hours at Moss Vale and Mittagong, the costs being paid out in redundancies to council staff and revising the efficiency of existing structures in council all need to be addressed."
Moss Vale Newsagency owner David Reid, third on the ticket, said he'd been a "long time supporter" of Duncan Gair.
"I've been in communication with Duncan for several years in his time on council, being a small business owner myself," Mr Reid said.
"I jumped at the chance to run on his ticket and alongside former mayor Gordon Lewis."
Gordon Lewis, who served four terms as mayor in his 34 years at council, said the community needed councillors who were "accessible".
"Council needs to get back to grass roots and it's a difficult task, you're not going to be able to please everyone," he said.
"We need the councillors and the community to come together more often and make decisions together and that's what this team will do."
Ralph Clark, who was president of the Bundanoon Community Association for 7 years, chairman of the Bundanoon Club for 10 years and currently serves as president of the Bundanoon History Group said he supported the team's "overall emphasis on stability".
Further announcements about other candidates and teams running for council will be made in the months leading up to the local government election, which will be held in September this year.
