Wollondilly MP Jai Rowell said individual councils would have the opportunity to apply for grants of up to $15,000, while collaborative council projects could receive up to $50,000.
"The Responsible Pet Ownerships Program supports local councils to tackle important issues such as reducing the risk of dog attacks and protecting the community from menacing and dangerous dogs," he said.
"For pet owners in our community, the program may also provide the opportunity to assist with registration and give pet owners access to subsidised desexing and microchipping."
In round one of the program, successful applications included subsidised pet microchipping and desexing for low income families as well as educational programs teaching children about how to approach animals in parks and in the community.
"Following the creative thinking of councils in round one, it is encouraging to see what they will put forward in this next round of applications," Mr Rowell said.
