Car spaces adjacent to the garden beds along Station street, and about 30 spaces in the station's parking area, will be temporarily unavailable from April 26.
Traffic control measures will be in place during this period.
Horticultural and camellia specialists, heritage consultants and drystone wall masons will supervise when work is being carried out.
The second stage of the project will involve garden bed conditioning, planting, mulching, irrigation, the installation of electrical power which includes heritage lighting, and the restoration of the trachyte garden wall.
The date for this stage is yet to be announced, but will be later in the year.
Residents can call the WSC capital works project officer on 4868 0569 for more information.
