The council's chief information officer, Mr John Crawford, said library services played an important role in community wellbeing.
"Libraries provide social interaction and create shared cultural experiences," he said.
"And while our libraries remain closed, we're excited to once again provide access to our collections and materials through a Click and Collect service."
Click and Collect allows library members to access the libraries collections and materials by placing an order online or by phone.
The online catalogue provides access to over 71,000 items including books, DVDs, magazines and audiobooks.
"If you don't have access to a computer, or feel uncomfortable using the online catalogue, phone the library and let us know what you're interested in and we'll help you choose up to 10 items based on your likes," said Mr Crawford.
Once items are ready to be collected, library staff will notify customers by phone. Items can then be collected from the dedicated pick-up point located outside the main entry to Bowral Central Library.
Mr Crawford stressed that customers must adhere to the NSW Health orders.
"Remember to sign in, wear a face mask and don't visit if you feel unwell."
The Click and Collect service and automated book return chute will operate at Bowral Central Library between 10 am and 3 pm, weekdays.
Items currently on loan from Wingecarribee Public Library's collection have been renewed until October 31, 2021.
"We would like to thank everyone for their patience as we continue to work with the relevant health authorities in resuming services where and when it is appropriate, while keeping our community safe," added Mr Crawford.
Bowral Central Library is located at 6-24 Bendooley Street in Bowral.
