The 50-year-old victim was at the Henty Street public toilets, in Portland on Victoria's southwest coast, where he stays during winter to stay warm, when he was approached by a man and woman on Thursday about 5pm.

The couple are accused of threatening to attack the man before demanding money.

Wendy Evans, 40, and George Humbert, 31, appeared in Warrnambool Magistrates Court on Friday charged with robbery.

Police allege the pair stood over the victim, were intimidating and demanding and made the man feel frightened.

The victim, who only had $5 to his name, handed over the cash.

A witness allegedly observed the couple leaving the public toilet block in an agitated state and snapped a photo of them. Later that night Ms Evans and Mr Humbert allegedly returned to the toilet block where the victim was still seated.

The man was again fearful, he rang 000 and the accused man and woman left.

They were arrested on Portland's Percy Street at 9.40pm and later charged with robbery.

Mr Humbert was released on bail from the police station while Ms Evans was granted bail by magistrate Peter Mellas on Friday.

Mr Mellas condemned the alleged offending, stating the accused couple "probably stole the only $5 (the victim) had in the world".

"Imagine the impact that this would have had on him," he said.

Under their bail conditions, Ms Evans and Mr Humbert must not remain within 10 metres of the Henty Street public toilet block.

They will appear in court again at a later date.

Earlier Portland police Sergeant Ray Hasting said tto locals stood over the victim, "threatened to bash him, he only had $5 and they took his last $5".

"The victim has physical and mental disabilities, but he's harmless and causes no issues for police.

"He was very frightened. It's a disturbing crime - two people standing over a homeless man to take his last $5. He just stays in the toilets to stay warm."
