The couple tied the knot in Sutton Forest last Saturday just before last weekend's restrictions were announced.
"When she walked down the stairs, she was more beautiful than I could have ever imagined," Mr Fraser said.
The Illawarra-based couple celebrated their love at Peppers Manor House after four years together.
"We pretty much have the same values, and have lived similar pasts to get to where we are," Mrs McKenny Fraser said.
"We're weirdly similar to one another," Mr Fraser added.
They united as a family with Mr Fraser's three children and Mrs McKenny Fraser's two kids, along with 50 family and friends.
"Covid loomed, but it was the perfect day," Mrs McKenny Fraser said.
All of the children got to take part in the special day in their parents' bridal party.
"It was lovely to see the coming together of two families," Mrs McKenny Fraser said.
Health NSW announced last Saturday night that weddings were not permitted after June 27 at 11:59pm.
"We were keeping up to date before the day, and keeping in contact with vendors" Mrs McKenny Fraser said.
"We were very fortunate it went ahead."
The couple said they were informed of the restrictions from the photographer who was waiting for the Premier's announcement.
"And family did not want us to worry during the day," she said.
The couple were lucky that their original date went ahead without the need to reschedule, and planned their wedding throughout last year's lockdown.
The weather was also on the couple's side - apart from misty rain before the ceremony, it was a "perfect winter's day".
"It got a bit chilly, but I was swept up in the adrenaline of it all," Mrs McKenny Fraser said.
They were able to do their waltz, and the children were happy that they could dance to the Nutbush and Macarena.
"Everyone had a great time partying," Mr Fraser said.
Although they planed the wedding together, some parts had to be kept a secret.
"I kept my dress at mum's house," Mrs McKenny Fraser laughed.
"And we wrote our own vows."
The couple stayed in the Highlands on Friday and Saturday.
Their cake was made by Applemire Cakery in Moss Vale.
Two guests were unable to attend due to living in one of the four LGAs instructed by the government to stay home.
The couple said they are currently spending lockdown with their five teenagers, and hoped their getaway to the Hawkesbury could go ahead at the end of the month.
