The Renwick Community Centre opened on Saturday with a 70-seat hall, meeting rooms, kitchen facilities and amenities available for Highlanders to use.
The community centre is a joint venture between NSW Government property and development enterprise Landcom and WSC, with the council due to manage the space.
"Social infrastructure such as the community centre and cycleway are crucial for any community - particularly for growing neighbourhoods like Renwick, which is home to thousands of residents," said Landcom CEO John Brogden.
WSC Interim Administrator Viv May said he was "delighted" with the community centre's end result.

"I have no doubt the building will be enjoyed by local families for many years to come," he said.
"Council would be in a position to make the building available to a variety of community groups and users, and to seek further expressions of interest for the potential use of the commercial space, such as a café."
Landcom CEO John Brogden said that the centre would provide the opportunity for Highlanders to connect with one another.
"The new community centre will be a vibrant and inclusive place where locals can socialise, learn, and create together," he said.
The new cycleway is due to open next month, and would begin at the intersection of Small Street and the Old Hume Highway, and connect to Mittagong Station.
"The new cycleway improves active transport links for the community as well as safety for cyclists and pedestrians alike," Mr Brogden added.
The cycleway and community centre are not the only facilities that would be added to Renwick.
Childcare facilities, parks, a retail centre and regenerated creek corridor are also due to be constructed.
A tender is due to be released for the retail centre, and work on the new 3.57ha park called Silo Park, is anticipated to commence early next year.
