Ms Lisa Miscamble will take over the role which was left in 2020 by former general manager Ann Prendergast.
The announcement was made at the Extraordinary Meeting of Council on Thursday, May 20.
Ms Miscamble is presently the general manager of Hunter's Hill Council and has held senior positions at Campbelltown City Council, City of Canada Bay Council, and Camden Council.
"I am delighted to be joining Wingecarribee Shire Council and to lead the organisation at this critical time," she said.
"The Southern Highlands is a very special part of the world and I look forward to making a positive contribution to its future."
Ms Miscamble will commence duties on Monday, June 21.
The total remuneration package (TRP) will be $350,000 per annum (including superannuation and vehicle) with a five-year performance-based contract.
Should the first annual performance review be assessed as "more than satisfactory" the council will increase the TRP to $360,000.
Ms Miscamble and her family will move to the shire.
The council will meet removal expenses up to $10,000. Fifty per cent will be payable at the time of the move and the remaining fifty per cent on the completion of twelve month's satisfactory service.
Interim Administrator Viv May PSM said the calibre of the final applicants was extremely high.
"To ensure that the Wingecarribee Shire community was represented in the process, residents were invited to put their names forward and I selected Ms Christina Hawkins AM, Ms Kellie Hayes to join Mr John Rayner PSM and myself in the interview process," he said.
"The panel was unanimous in its decision to recommend Ms Lisa Miscamble.
"I believe Ms Miscamble's considerable knowledge, skills and experience will help restore the community's confidence in the council and the effective functioning of the organisation.
Mr May said the appointment of Ms Miscamble represented a new phase in the rebuilding of the council's administration.
"The pace of change will accelerate," he said.
An expert in transformation change, organisation structure and governance generally, Ms Marissa Racomelara, will commence duties on June 15, 2021, firstly as acting general manager and then as acting deputy general manager, corporate strategy and development services.
"Ms Racomelara has committed to council until after the September elections, induction of new councillors and adoption of the council structure as is required under Section 332 of the Local Government Act.
"Residents and staff may be assured that the new structure will focus on the community, not individuals."
Mr May said he would be working closely with Ms Miscamble and Ms Racomelara to realign the council's operations to ensure they were both resident and staff friendly.
Mr May also thanked acting general manager Les McMahon for his service.
"On behalf of the Wingecarribee Shire community, I would like to acknowledge my appreciation to Mr McMahon for his very constructive approach in starting to address so many issues," he said.
"Mr McMahon has agreed to stay in the acting general manager's role until Monday, June 14."
Ms Miscamble was not present at the Extraordinary Meeting of Council due to a prior commitment.
