The announcement came at the Ordinary Meeting of Council on April 21.
Mr May said that under the Local Government Act he was required to submit a report to the Minister of Local Government within 14 days of the end of the suspension period.
"The report is to include any recommendations in relation to improving or restoring the proper and effective functioning of the council," he said.
"I am proposing to submit an administrator minute to the council meeting on May 12 in that regard."
Mr May said that in his short time in Wingeccarribee Shire he had taken the view that the Minister of Local Government was "justified in the suspension of council."
"It is important that the Wingecarribee Shire community has renewed confidence and trust in the council before the September 2021 elections," he said.
"Time is short and there is much to be done.
"The departure of the former general manager and the two deputy general managers allows for a refresh. It is also my view that the council's organisation structure needs attention as it is both cumbersome and complex."
Mr May said that he felt the roles were not understood in some areas.
"From a resident's point of view, it is very difficult to navigate," he said.
