Wollongong is set to receive between 110mm and 220mm of rain on Friday and Saturday, leading Racing NSW to step in early and relocate the meeting.
The Nowra Country Championships meeting has already been held at Goulburn this year due to inclement weather.
However, Goulburn's track condition remains under threat, with the track already rated a Heavy 8 and as much as 60mm more to come.
"Due to continuing significant rainfall and the state of the Kembla Grange track being deemed unsuitable for racing, Saturday's Kembla Grange Polytrack Provincial Championships Qualifier meeting has been transferred to Goulburn Racecourse," a Racing NSW stattement said.
"There are no race distance amendments as Goulburn can cater for the scheduled Kembla Grange distances.
"The Goulburn track is currently rated in the Heavy range with rain forecast.
"The rail will be in the +5m position."
The field for the Provincial Championships heat is to be confirmed on Thursday morning.
Leading Kembla Grange trainer Gwenda Markwell already has Gemmahra qualified for the Championships final at Randwick next month, after winning the Hawkesbury qualifier.
