Acting general manager Barry Paull said the agreement between Transport Asset Holding Entity of NSW - formerly RailCorp had been reached and a Head of Agreement review with Sydney Trains and Transport had taken place.
"The finalisation of the agreement with key stakeholders (Transport Asset Holding Entity of NSW - formerly RailCorp) was a major factor in the delay," he said.
"The subsequent completion of design and tender documents were dependent on this agreement."
Mr Paull said Station Street was an important infrastrucutre project for the shire.
"Traffic modelling suggests that traffic in and around the Bowral township will only increase in coming years," he said.
"This same data modelling indicates that the proposed Station Street Upgrade Project would dramatically improve traffic conditions throughout the township.
"The council remains of the opinion that should no action be taken, it will be at the detriment and cost of the township and greater shire."
Southern Highland News asked Mr Paull for a revised cost of the Station Street project.
"Now that agreement has been reached with stakeholders, the council can proceed with final designs and costings," he said.
"Ultimately the actual cost of the Station Street Project will not be known until the projects design and scope are finalised and the project is put to the competitive market via a tender process."
Mr Paull said "extensive community consultation was undertaken for the Station Street Upgrade Project" when asked about community backlash over the proposed plans.
As part of the upgrade two lanes will be constructed for traffic in both directions between Bong Bong and Bowral Streets, and a new service road will also be built between Banyette and Bowral Streets.

Funding for the Station Street Upgrade Project has been provided by the State Government's Restart NSW Illawarra Infrastructure Fund, local infrastructure contributions and Wingecarribee Shire Council.
