When businesses were shut down, Wingecarribee Volunteer Inc (Volwing) manager Helen Wooby said they had plenty of interest, particularly from people who had lost their jobs.
And while Ms Wooby said it was great so many people wanted to help, they had nowhere to send them.
"We were free falling with nowhere to send anybody. We had a heap of people who had lost their employment and wanted to help but had nowhere to send them for months," she said.
"We're just treading water. Some of the organisations are starting in some form, to get back to normal. But we do have some that have not come back yet."
Volwing recruits volunteers and refers them to client organisations in the community.
It matches people's skills with opportunities, and organises training for volunteers and clients where required.
It was not until June that the organisations Volwing works with began to reopen.
But Ms Wooby said many of them, particularly Op shops didn't get all their volunteers back.
And with businesses starting to get back to normal, she said there had been a drop off in volunteers.
But with a return to some kind of normalcy, there remains a need for volunteers.
Ms Wooby said Community Transport was in urgent need of car and bus drivers as well as bus helpers.
Training will be provided and a police check will be required.
Community Transport is registered with Centrelink for anyone on Newstart that needs 15 volunteer hours a week.
All Op shops in the Highlands need volunteers, with most registered with Centrelink.
The Cancer Council is also looking for drivers to assist clients.

The centre remains on limited days and hours at the moment - Monday and Wednesdays 9.30am-12pm.
Its last day of operation for 2020 will be Friday, December 10, with the last day the office will be open on December 9.
Volwing will reopen on January 11, 2021.
