The meeting was in relation to a notice of motion signed by Councillor Peter Nelson and Councillor Grahame Andrews to deal with a confidential staff issue.
A previous notice of motion signed by Councillors Garry Turland, Ken Halstead and Ian Scandrett called for a closed council meeting to deal with the same issue.
It is not known what is in the two notices of motion.
Mayor Duncan Gair said that it was his "mayoral prerogative" as to why Cr Nelson and Andrews notice of motion was heard first.
The start of the meeting was lived streamed on the Wingecarribee Shire Council's Facebook page.
The meeting was moved to closed council and streaming was stopped.
