Cr Gair said he would be happy to meet with Mr Robson and council staff to discuss council's position and financial costs.
"The Fairground Follies has created a fair bit of public comment," he said.
"The only way council fees can be waived is by council resolution and we haven't received a request to review the fees."
Cr Gair also reiterated that the DA to extend the current operating hours had nothing to do with the council fees.
"The council contribution was from an existing DA that back to July of last year," he said.
"The $70,000 [from the previous DA] is the outstanding contribution to water and sewage.
"Council has to charge fees to businesses, just as they have to charge people building new homes in the shire.
Cr Gair also said that he I believed an error was made in the initial calculation and was subsequently corrected.
"The $295,000 thousand dollar contribution should not an issue because council corrected the initial calculation.
"I want to acknowledge that Mr Robson's collection is outstanding and world class. I can only urge Mr Robson to meet with me and council staff."
A council said council fees were in relation to water and sewer headwork charges to the amount of $35,170 for water and $34,096 for sewer.
"This is a contribution paid by all developments where increases in water usage and wastewater generation is determined to occur, based on the expected use of the site," they said.
Mr Robson said that he was disappointed by what had transpired and that he'd taken some time off.
"What they've done to us is wrong," he said.
