A report was put before council to amend the Wingecarribee Local Environment Plan and add three new properties as heritage items and create a new Aitken Road Conservation area after it was placed on public exhibition.
Dennis McManus addressed the council on June 24 in favour of the council decision to approve the conservation area.
"It came to as surprise to many in Bowral that this beautiful area in Bowral had not been listed [as a heritage item] before," he said.
"To a large extent the heritage value and streetscape of this area embodies all the attributes that residents and visitors admire and wish to preserve in Bowral and in the Highlands generally.
"The proposed listing now provides an informal framework for council to adequately assist new development proposals to ensure continued integrity of this area.
"I'd like to make a comment on the excellent work by council officers, with the assistance of local residents and especially the researchers who have provided a very credible case for the proposed heritage listing.
"Three of the houses on the eastern side of the road were built by Alf Stephens and Sons.
"The heritage committee congratulates the council for taking action on this particular area which is clearly significant."
Councillors Duncan Gair, Ian Scandrett, Grahame Andrews, Peter Nelson, Larry Whipper, Ken Halstead and Graham McLaughlin voted for the heritage listing.
Councillor Garry Turland voted against it.
