He received the award on Australia Day in Berrima on Sunday.
Since moving to the Shire more than 18 years ago Mr Jeffrey has devoted much of his time to helping others.
Sidney is a long-serving member of the Hill Top Community Centre's 355 Management Committee and Rural Fire Service.
He also works on behalf of the Hill Top Community Association and volunteers at the Hill Top War Memorial Hall and War Memorial.
When not busy with these organisations Sidney can be found transporting students of the Tangara School in Renwick.
Young Citizen of the Year was awarded to Caitlin Gallagher. The Bowral High School student was also chosen for her community and volunteer work.
Caitlin has a keen interest in wildlife and environmental preservation and spends much of her spare time volunteering as a wildlife rescuer for Wombat Care Bundanoon.
Wingecarribee Shire Mayor, Duncan Gair congratulated both recipients saying they were wonderful Southern Highlands ambassadors.
"We're very fortunate to have such dedicated, hardworking and compassionate people in our shire," he said.
"There is no doubt our Shire is a better place as a result of their selfless contributions."
The Mayor said choosing just two recipients was a difficult task.
