The 13-year-old girl was waiting for her school bus on Wilson Drive, Balmoral about 7.40am on Thursday when the man allegedly approached the child and spoke to her.
He then allegedly attempted to lure her into his vehicle and reached out towards her.
The girl moved away and boarded her bus, reporting the alleged incident to her bus driver. The driver called police.
Meanwhile, the girl's mother was nearby and approached the Thirlmere man, who then allegedly exposed himself to her and became abusive before driving away.
The mother took a photo of the man's car and also reported the incident to police.
Officers searched for the vehicle and spotted it about 9.40am on Westbourne Avenue, Thirlmere.
The driver was arrested and taken to Narellan Police Station.
Police allegedly found a small quantity of crystal meth (ice) and cannabis leaf in the man's possession.
Checks also revealed the man's driver's licence had been cancelled on June 19.
While being held in custody at Narellan Police Station, the man allegedly damaged his cell.
He was charged with attempting to detain a person with the intent to obtain advantage, two counts of intimidation, willful and obscene exposure, two counts of possessing a prohibited drug, driving with a cancelled licence and maliciously damaging property.
The 41-year-old was refused bail to face Campbelltown Local Court on Friday.
