As of 11.15am on Sunday morning, Mr Smith has 38.53 per cent of the total formal votes, while Independent candidate Judith Hannan has 21.36 per cent of the formal votes.
Mr Smith had the strongest support with voters at Bowral Public School with more than 1190 first preference votes, and at Warragamba Public School with more than 1102 votes.
At this point, Liberal candidate said he was not going to claim victory in the Wollondilly seat.
"I'm not going to claim anything just yet but it's looking positive. Preferences are yet to be dished out," Mr Smith said.
Mr Smith said the official result could be determined "in a couple of days".
Ms Hannan may not have the numbers she needs to claim the state seat.
"It doesn't look likely but for an independent up against a major party, the swing has been huge across the electorate," the Independent candidate said.
"At the best I'm looking forward to keeping [the Liberal Party] to all of those promises they made."
