Destination Southern Highlands manager of tourism and events Steve Rosa said more than 75,000 bulbs were planted in the gardens in May.
An additional 40,000 tulips will be planted across the Wingecarribee Shire at the Welcome Centre and Leighton Gardens.
A council spokesman said the garden bed was closed off in July to enable a steady growth of the tulips.
Mr Rosa said the bulbs were expected to bloom by early September ahead of the Tulip Time festivities.
Tulip Time will be held at Corbett Gardens from September 18 to October 1.
The festival will include a celebration of tulip displays, entertainment and premier private gardens.
