According to Department of Education data obtained by the NSW state opposition, there are 150 schools in NSW without air conditioning.
This included Bowral Public School, which has 601 students and Bowral High School, which has 859 students.
The report didn’t take into account demountable classrooms.
According to the figures Mittagong Public School, Berrima Public School, Tangara School and the Highlands School have two air conditioners each.
A spokesman for the Department of Education said all schools that experienced a long-term mean January maximum of 30 degrees and above would receive air conditioning in their permanent classrooms and libraries.
According to the Bureau of Meteorology (BOM), Bowral has a mean temperature of 26.3 in January and 25.9 in February. Meanwhile Mittagong has a mean temperature of 25.5 in January and 24.4 in February.
The spokesman said schools below 30 degrees could apply for funding and the assessment would look at a classroom's humidity, existing infrastructure and design.
In the NSW budget released in June, the state government pledged $500 million to provide up to 1000 public schools with air conditioning. NSW Labor has said it would pledge an additional $300 million.
The program would be delivered by School Infrastructure NSW.
