Kylie Rapley is the lucky recipient of the prize, which is also a coup for the Southern Highlands.
The $1000 is made up of four $250 vouchers to be spent in businesses in the Highlands.
"It was a very lovely surprise," Ms Rapley said.
Run by Destination Southern Highlands (DSH) and the Southern Highlands Chamber of Commerce and Industry (SHCCI), the promotion aimed to encourage residents to buy and shop local.
DSH manager Steve Rosa said it was a "pretty successful" campaign with 300 people registered. He said the aim was to enlist the community to support local businesses and growth.
"It focused on living local and shopping local," Mr Rosa said.
SHCCI president Kurt Newman said the collaboration between SHCCI and DSH was "absolutely delightful" and the chamber looked forward to continuing the partnership as well as the promotion of local business.
"We will continue to try and beef up the buy local, shop local campaign and keep money in the area," Mr Newman said.
Ms Rapley's entry was randomly selected in the draw which took place at the Southern Highlands Welcome Centre earlier in the year.
To enter the promotion, Ms Rapley signed up as a My Southern Highlands VIP Ambassador and referred two friends.
The $1000 Shopping Spree is sponsored by the Bowral Co-Op, the Bay Tree Gallery, the Brown Shutter and First Class Accountants, all providing $250 vouchers.
If you are a Wingecarribee Shire resident, you are eligible to sign up as a My Southern Highlands VIP Ambassador.
