Greg Franklin has been fighting with the council to get a home built on land he purchased early 2010 on Parkes Road after the council "discovered" a sewer pipe under its surface after it was bought.
Mr Franklin said he was not made aware of the pipe when his solicitor carried out the pre-purchase legal checks, and since its discovery he has not been able to get approval to build a house.
Dwellings cannot be built over sewer pipes.
General manager Jason Gordon said the council could find no record of it providing Mr Franklin with details of the pipe, but he said it did not mean that the council did not provide the details.
Mr Franklin said Mr Gordon contacted him after the matter became public and he was told they would try and work through the issues in order to get the house built.
He said he was hopeful the matter would soon be over and that he would finally have the yard space to help in the development of his autistic son, who's condition, he said, was deteriorating due to their current circumstances.
