Both teams took out the titles over the weekend.
The under-18s were undefeated thoughout the competition.
They played two T20 games on Sunday defeating South Coast in the first match by 47 runs.
Highlands captain Ravi Wikramanayake who scored 81 off 48 balls and Jimmy Morton (36 off 20) got their side off to a great start.
Their partnership of 63 gave the team a flying start.
Ryan Emmerick (21) and Ben Tucker (25 not out) took the total to 186 for four off 20 overs.
South Coast was soon in trouble when Nick Gardner bowled both openers.
They never recovered from this with Emerick (3-24) and Gardner (2-23) ripping the South Coast side apart for 139.
In what turned out to be the decider the Highlands played a strong Illawarra side.
Losing the toss and sent in to bat, the Highlands again got off to a flying start scoring 77 off the first nine overs with Morton (23) and Wikramanayake (82) again making some good runs.
A couple of quick wickets fell before Darcy Murchie (16) and Ben Canute got the Highlands back on track.
The Highlands finished with 167 runs and Illawarra required a run rate of more than eight an over.
Illawarra came out swinging, scoring 42 off the first four overs before Emerick trapped their opener in front.
This introduced the Illawarra’s gun bat Cooper Maddinson to the crease.
Some very tight bowling restricted the runs and after 15 overs the required run rate had become 11 per over.
The Illawarra side was unable to score at this rate and was held to 156.

Emerick (1-18) and Dominic Hiare bowled extremely tight and were well supported by an excellent display of fielding from the entire team.
Wikramanayake led the way with the bat throughout the competition, scoring 186 runs in three games.
Morton played well and scored runs and did a great job wicketkeeping.
Gardner was the leading wicket taker of the competition with nine wickets.
On Sunday the Highlands took on Shoalhaven in the final of the under-16 representative season at Bradman Oval.
Highlands won the toss and elected to bat.
Openers Hamish Pinn and Connor Taylor-Helme got the innings off to a steady start, before Taylor-Helme was dismissed, bringing Jack Baldwin to the crease for a blistering couple of overs in which he scored 26 off one over before falling for 29.
Liam Bayliss (63) and Oscar Murton (57) put on a 130 run partnership and really set up the Highlands innings.
Chris Nedavaska (35) and the tail pushed the Highlands to a healthy 8-263 off their 50 overs.
Shoalhaven went in after lunch needing 5.28 runs an over to win.
Highlands opening bowlers Riley Hurford and Will Preddy (2-26) started well with a wicket in the second and an outstanding run out in the third to get Shoalhaven’s run chase off to a rocky start.
First change bowler Liam Bayliss (3-30) was on fire and Toby Smith (4-11) really turned the screws.
An amazing spell of bowling from both of them finished Shoalhaven off and they were all out for 80 in the 19th over.
It was another strong season for the Highlands juniors who went back to back.
Coach James Smith said there were plenty of strong performers including Bayliss who picked up two five-wicket hauls, Murton who made consecutive 50s and Baldwin who made the fastest 50 off 13 balls in under-16s.
He said Preddey and Hurford opened the bowling well throughout the season and Smith was strong with some outstanding leg spin bowling.
