Cotton was part of the Bowral Rugby Clubs's 2016 Sydney Junior Rugby Union's Premiership winning team led by Head Coach Paul Frean.
This year the team was disbanded as there being no viable competition for this age group in the region and the Illawarra District Rugby Union refused to grant dispensation for the team to return to the SJRU competition for the 2017 Season.
This refusal had a massive impact on local rugby.
More than 30 Highlands rugby players and families were forced to pursue playing opportunities in Sydney, Canberra or in Rugby League.
The revitalised Shute Shield Club, Penrith Emus who have an eye to the future, were keen to develop an under-18's team.
So a number of the Bowral players and coaching staff have set up camp in Penrith, with the added advantage of having former Wallaby, Emus Club Coach Julian Huxley, who has shown keen interest and support of the boys.
The final trial was on Sunday, May 14 at St Luke's Oval Concord. The City side will play against under-18s Country and ACT in Canberra on the 18 June. The side will play GPS Blue at Boronia Park on June 22 for selection into The NSW Representative Team.
