A total of 18 shire roads containing asbestos traces were brought to councillors’ attention, brought to light after a Robertson resident complained about the degradation of McEvilly Road.
A contaminated batch of recycled concrete was used on the roads between 2004 and 2008. Council ceased using the product after the deadly substance was identified in a stockpile sample in April 2008. It began a widespread investigation in 2012 which resulted in 18 roads with confirmed traces. Following NSW Environmental Protection Authority (EPA) advice, the roads were capped to a designated standard and monitored twice yearly as part of an ongoing management program.
McEvilly Road resident concerns suggested the capping had worn and would not safely contain the asbestos contamination layer. Council staff inspected the road and found while the gravel layer had worn, the asbestos layer didn’t appear exposed.
Cr Halstead said the health and safety of the public was council’s utmost responsibility and concern. “It’s a latent risk, as with all roads that recycled material was applied to,” he said. “I’m very concerned about the health of everybody who lives on a road that contains even a small amount.”
Cr Halstead said he was confident council was doing and had done the right thing, but needed to be “absolutely satisfied” the roads were of an appropriate standard now.
While Cr Ian Scandrett argued fiercely that the road be sealed at an estimated cost of $250,000, his fellow councillors said an expert opinion of the road condition was vital before a decision was locked in.
Councillors resolved a hygienist be contracted and their advice be acted upon urgently. The EPA will be contacted to review council’s existing asbestos management plan.
