Emergency services were called to the shop in North Street at 12.15 pm.
It is believed there was a gas leak at the premises.
A NSW ambulance spokesperson said a male and a female are understood to have suffered burns to the face, arms and legs.
A 26-year-old female is being treated for burns to her arms and legs and will be transported to hospital by ambulance rescue helicopter.
A 25-year-old male is being treated by ambulance officers at the scene and will be transported to Shoalhaven Hospital.
NSW Fire and Rescue are at the scene.
