THE order of local government at Wingecarribee council was on the verge of crumbling on Wednesday night.

The Ordinary Meeting of Council was extended 20 minutes past its regular schedule to 7.50pm to address five outstanding agenda items.
However, the extended meeting time soon fell into chaos as three councillors walked out of the chamber and another two threatened to leave.
This was in response to a notice of motion put forward by Councillors Ian Scandrett and Juliet Arkwright for a change to be made to the structure of the Council Facilities Committee, which would result in Councillor Graham McLaughlin no longer representing the committee.
Cr McLaughlin left the chamber due to illness and Councillors Holly Campbell and Garry Turland refused to take part in the debate and also left the meeting. Councillors Duncan Gair and John Uliana threatened to leave, but were stopped as their absence would break the quorum needed to vote.
When Cr Gair advised he would be leaving the chamber, a threat was thrown to him by Cr Arkwright.
"If you leave, I will be on the phone to the minister tomorrow, you will be dispersed," Cr Arkwright said.
"I have never seen such a pre-planned, hypocritically indignant display of rather poor acting from some councillors sitting across from me."
Cr Gair said he felt council had "let itself down" because of the notice of motion regarding the changes to the Council Facilities Committee.
In an attempt to explain why there was "one councillor very upset" with the motion, Cr Gair read out an email from Cr Scandrett to Cr McLaughlin.
The email read: "I've submitted a motion to reduce the membership of this committee so as to ensure we achieve quorum going forward. The new committee will have two councillors, myself [Cr Scandrett] and John [Cr Uliana] and three community members so as to make the quorum. I just wanted to give you the courtesy of letting you know."
"That was written to a councillor, telling him he was going to be thrown off the committee," Cr Gair said.
Cr Scandrett said Cr McLaughlin had been "unable" to attend all the committee meetings and the committee had "struggled" to achieve quorum.
As a result, Cr Scandrett suggested the committee "trim down" to two councillors and three community members.
"Realistically Cr McLaughlin wasn't attending the meetings and he was the third councillor on the committee," Cr Scandrett said.
"If this offends him, I am happy to just tear it up and withdraw the motion."
With all of this discord, Mayor Larry Whipper tried to bring order back to the chamber by reminding councillors of the composure they needed to uphold.
"Councillors, can I ask you please to contain yourselves," he said.
"There needs to be order in this chamber. I asked for that when I took the chair and unless people co-operate in this chamber, it's not going to work.
"It is clear that people have different agendas and what I am trying to do is bring order to this chamber."
The notice of motion was not resolved and instead was noted.
