Last Tuesday, Heatherbrae's Pies owner Russell Cox turned the first sod of dirt at the Sally's Corner Road adjacent to the southbound Shell Service Station truck park.
Mr Cox said turning the first shovel of dirt by hand was symbolic of their operation.
"At Heatherbrae's Pies all our pies are hand made by skilled bakers and pastry chefs on the premises," he said.
"You can't get a Heatherbrae's Pie unless you get it from a Heatherbrae's Pies bakery establishment."
The store will have more than 100 seats and ample on-site car, trailer and bus parking, along with a drive through.
Heatherbrae's Pies is well provisioned to service the Hume Highway and provide an alternative at the Sutton Forest Service Centre stop.
Mr Cox said he chose the location to provide an alternative for the travelling public and a tourist destination for visitors and a destination for Southern Highlands pie lovers.
He hopes the location will become as iconic as the Robertson Pie Shop.
"It's not just the quality hand made pies and pastries at Heatherbrae's Pies that make it such a great attraction, it's the lovely cafe setting and customer service," he said.
"You can feel relaxed while sipping premium Australian grown and roasted coffee or enjoying a pie meal complete with hot chips, mushy peas and gravy."
All of Heatherbrae's Pies are made fresh in the bakery on premises from fresh local ingredients.
The store will be seeking local suppliers of fresh meats, vegetables and dairy.
Heatherbrae's Pies will also create employment positions for skilled tradesmen and apprentices.
