In last week's Ordinary Meeting of Council, a motion was passed to approve part of a development application for additions and alterations to the historic building.
Councillor Jim Clark put forward the motion which rejected the addition of a laminated glass awning.
"The reason I ask the awning be deleted is because it is out of character with that building," Cr Clark said. "I think it is the oldest intact exterior of a building so we should be preserving that the best we can."
The owner of the building Richard Davies spoke at the meeting and said the awning would give cover to customers using the ATM.
"The fact that it has never had an awning is no reason for it not to have it in the future," Mr Davies said.
"No heritage aspects of the building will be changed or removed so there will be a balance between heritage and modern age.
"It will still give the impression to the public and visitors that Bowral is a progressive town but respectable of the times, a good blend of past and present."
The other changes include a new archway with a door and the installation of a new window on the northern facade.
However, Councillor Holly Campbell supported Cr Clark and said the awning was "entirely inappropriate".
"I don't quite understand the context of it because somebody is going to get wet walking to the building regardless because there is a large open space beyond the edge of the awning," Cr Campbell said.
Councillor Garry Turland disagreed with the majority of councillors said the proposed changes should be approved.
"This is not a bad solution," Cr Turland said. "This is a good proposal, it's good for tenants and good for the community."
However, Cr Clark's motion was passed with all councillors in support of it except Cr Turland.
