Councillors were appointed to committees for the year ahead in Wednesday night's Ordinary Meeting of Council, and Councillor Ian Scandrett was nominated for 15 of the 26 committees.
Including his compulsory commitment to the finance committee, Cr Scandrett is a member of 16 committees in total and chair of three.
Committees meet on a monthly, quarterly, bi-monthly or on an "as required" basis. A council spokesman said it was expected committee members devoted "sufficient" time to committee matters to "adequately discharge" their civic duties.
However, Councillor Holly Campbell was not nominated for any committees this year. This follows her appointment to five committees in 2014.
Crs Scandrett and Campbell did not respond to questions about the committee structure at the time of print.
Mayor Duncan Gair said this year's appointment of councillors to committees was "unfortunate".
"I don't believe a councillor should be on all committees," Cr Gair said.
"It's unnecessary to be on that many committees, but that was the will of council.
"I do understand that there are politics in place."
Prior to the appointment of committee members, it was raised in the council meeting that a caucus meeting was held with liberal party councillors about the committee structure.
"Politics were played out in the past two years and I felt that we had rounded a corner and we were just settling down, in my opinion, to be quite a workable council," Cr Gair said.
"But politics is still in play to a huge degree and I am not happy about it."
Councillor Juliet Arkwright confirmed Councillors John Uliana, Campbell and herself met to vote on a position about committee members.
"It is entirely appropriate as a councillor to do this and therefore the liberal party followed only what was in the code of conduct for local government," Cr Arkwright said.
However, Cr Campbell said the vote of the caucus was "not unanimous".
According to the council Code of Conduct, councillors may participate in a binding caucus vote in a decision to elect the mayor or deputy mayor or to nominate a person to be a member of a council committee.
