Luke, 15, was recognised for his commitment at Moss Vale High School and for volunteer work in the Highlands community.
The Year 10 student is a member of the school's Student Representative Council and the Positive Behaviour for Success Team.
He is also stage manager for all Moss Vale High School performance.
Outside of school, Luke regularly volunteers for Legacy and the Red Shield Appeal. Luke said it was a great honour to receive an Australia Day award.
"I'm very proud, but I couldn't have done it without people behind me in support," he said.
"Thank you to my parents for taking me everywhere."
Luke's parents, Tracie and John Webb, said they were "extremely proud" of their son.
"He has worked really hard," Mr Webb said.
